The emergency declaration followed mounting concerns over deteriorating law and order, with Pakistan recording its highest monthly militant attack count in 12 years during September 2026.

According to independent monitoring data, 225 militant attacks occurred nationwide in September alone, marking a 13 percent increase from August and representing the third consecutive month of rising violence.

The Apex Committee meeting began with tributes to security personnel martyred in the line of duty. Officials then conducted a comprehensive review of the security landscape and outlined measures needed to achieve sustainable peace.

Key decisions included upgrading the operational capacity of police and counter-terrorism forces with modern logistics and additional manpower. The forum made clear that intelligence-based operations would continue without pause, utilizing all available resources to improve law and order.

Authorities also pledged special attention to long-neglected issues in education, health, and quality of life, particularly in underdeveloped and terrorism-affected areas, recognizing that socio-economic development plays a crucial role in countering extremism.

The security push comes amid alarming cross-border incidents. Just days earlier, Pakistani forces repelled an infiltration attempt in Kurram district that killed one soldier and resulted in the deaths of 12 militants and Afghan Taliban personnel. Military officials reported that Afghan Taliban posts provided covering fire to support the infiltration, a charge that has further strained already tense relations between Islamabad and Kabul.

Deputy Prime Minister and Foreign Minister Ishaq Dar issued a stark warning Monday, stating that the Afghan Taliban regime would eventually face consequences if it continues failing to act against terrorists operating from its territory.

“If the Afghan government does not take action against terrorists, one day it will have to face the consequences itself,” Dar told an international security conference in Islamabad.

Pakistan has repeatedly urged Kabul to prevent militant groups from using Afghan soil as a launchpad for attacks. Islamabad maintains that despite multiple rounds of talks, the Afghan Taliban authorities have failed to take effective action against groups responsible for violence inside Pakistan.

Dar emphasized that Pakistan has sacrificed over 90,000 lives in the war against terrorism and called on the international community to acknowledge these losses. He also accused India of supporting terrorism in Pakistan, citing the case of Kulbhushan Jadhav, whom Islamabad describes as an Indian intelligence operative involved in espionage and terrorist activities.

The banned Tehreek-e-Taliban Pakistan and other militant organizations continue to operate from Afghan territory, posing what Pakistani officials describe as a serious threat to regional peace and stability.

Under the emergency administration, Governor Kundi will exercise provincial government functions with assistance from an 11-member advisory council, while Parliament assumes the provincial assembly’s legislative powers. The chief minister, provincial ministers, and other officials have ceased to hold office, though the provincial assembly itself has not been dissolved.

Security forces have vowed to continue their counter-terrorism campaign under the Azm-e-Istehkam vision, approved by the Federal Apex Committee on the National Action Plan, to eliminate what they describe as foreign-sponsored terrorism from Pakistani soil.

Khyber Pakhtunkhwa’s top security body has ordered sweeping measures to crush terrorism through coordinated intelligence-driven operations, as the province grapples with a dramatic spike in militant violence and cross-border infiltration attempts.
