The scheme involved backdating declarations of cash holdings, physical gold, prize bonds, real estate, and business capital to make recent acquisitions appear legitimate.

The breakthrough came through advanced data analytics conducted by the FBR’s Directorate General of Intelligence and Investigation, working alongside Pakistan Revenue Automation Limited. By cross-referencing years of tax filing data, investigators spotted a pattern: between March 2025 and June 2026, these individuals revised wealth statements dating back to tax years 2014 through 2019, inserting assets that had never existed in their original filings.

Under Pakistan’s Income Tax Ordinance of 2001, taxpayers cannot revise wealth statements more than five years after the original filing deadline. Every single revision identified in this investigation violated that statutory limit.

One particularly brazen case illustrates the scheme’s mechanics. A Lahore-based taxpayer revised his 2015 wealth statement in May 2026—eleven years after the fact—and inserted Rs 102.8 million in fictitious funds. He then carried this phantom wealth forward through subsequent annual statements, using it to justify the purchase of seven properties worth Rs 64.41 million acquired in May and June 2026. When confronted by investigators, he could not explain where the original funds came from. Tax authorities estimate he attempted to evade over Rs 46 million in taxes through this single manipulation.

The FBR has now launched 48 criminal inquiries through its regional intelligence directorates across Pakistan, with additional cases being prepared. At least one money laundering case has been formally registered under the Anti-Money Laundering Act of 2010, targeting not only the primary offender but also any accomplices who facilitated the fraud.

Tax officials emphasized that the crackdown sends a clear message: Pakistan’s tax system cannot be exploited to whitewash unexplained wealth. The FBR pledged to continue using data analytics to identify similar manipulation attempts and promised that violators will face the full spectrum of legal consequences, including financial penalties and criminal prosecution.

The scale of the fraud—nearly Rs 9.5 billion—underscores ongoing challenges in Pakistan’s efforts to broaden the tax base and combat financial crimes. It also demonstrates the growing capability of tax authorities to detect sophisticated evasion schemes through technology-driven surveillance of filing patterns.

Pakistan’s tax authorities have exposed a sophisticated fraud scheme in which dozens of wealthy individuals attempted to legitimize billions in unexplained assets by illegally manipulating their historical tax records.
