The court also dismissed a request to form a medical board to evaluate the convicted killer&#8217;s mental state.<\/p>\n<p>The case has haunted Pakistan since July 2021, when 27-year-old Noor Mukadam, daughter of former diplomat Shaukat Mukadam, was found beheaded in an upscale Islamabad neighbourhood. Jaffer, a US national and heir to a prominent business family, was arrested at the scene.<\/p>\n<p>Investigators revealed that Noor had desperately tried to escape multiple times that night but was blocked by members of Jaffer&#8217;s household staff. He then tortured her with a knuckleduster before using a sharp weapon to behead her in an act of violence that sent shockwaves across the nation.<\/p>\n<p>Jaffer&#8217;s high-profile lawyer, Khawaja Haris, made an unusual concession during Thursday&#8217;s hearing, acknowledging his client&#8217;s presence at the crime scene and apologising to Noor&#8217;s family. However, he argued the case should hinge on Jaffer&#8217;s mental condition rather than guilt.<\/p>\n<p>Haris claimed Jaffer suffered from bipolar disorder, schizophrenia and depression, and had been on medication. He told the court that trial records suggested Jaffer believed himself to be a spiritual leader and viewed Noor as a sacrificial offering. The defence also questioned why no drug test was conducted, suggesting media pressure discouraged investigators.<\/p>\n<p>The Supreme Court judges were unconvinced. Justice Kakar firmly stated the court does not decide cases based on newspaper reports or social media pressure. Justice Salahuddin Panhwar noted the defence seemed to rely on assumptions rather than documented medical evidence.<\/p>\n<p>The bench pointed out that a medical letter from London&#8217;s Harley Street Clinic submitted by the defence was dated 2022, after the murder occurred. Judges also noted that earlier requests for a medical board had been rejected during trial and never challenged in the high court.<\/p>\n<p>When asked what relief he sought, Haris said he wanted a sentence reduction, not a retrial. Justice Kakar responded pointedly, suggesting that had Jaffer hired such experienced counsel from the start, he might have avoided this outcome altogether.<\/p>\n<p>Jaffer was originally sentenced to death by a trial court in February 2022, along with a 25-year prison term. The Islamabad High Court upheld the death sentence in March 2023 and converted his rape conviction into a second death sentence. The Supreme Court first upheld the death penalty in May 2025, and Thursday&#8217;s decision rejected his review of that ruling.<\/p>\n<p>Two household staff members received 10-year sentences for their role in blocking Noor&#8217;s escape, while Jaffer&#8217;s parents and employees of a therapy service were acquitted.<\/p>\n<p>The case became a flashpoint for public anger over elite impunity and violence against women in Pakistan.
