But behind the optimistic rhetoric lies a minefield of political resistance, crushing revenue targets, and IMF-imposed fiscal discipline that may leave little room for the kind of relief Pakistanis desperately need.<\/p>\n<p>Speaking to top industrialists and business leaders at the Prime Minister&#8217;s House on Wednesday, Sharif praised the private sector as Pakistan&#8217;s global ambassadors and thanked them for standing by the government during tough economic times. He emphasized that consultation with business leaders was central to shaping economic policy and announced measures to bring the informal economy into the tax net.<\/p>\n<p>Yet even as the prime minister spoke of relief and growth, the budget itself has been thrown into uncertainty. Originally scheduled for June 5, the budget presentation has now been pushed back to June 10 due to unfinished legislative business and fierce opposition from coalition partners, according to parliamentary sources.<\/p>\n<p>The Pakistan Peoples Party, a key government ally, is resisting proposed amendments that the ruling coalition wants passed before the budget session. PPP Chairman Bilawal Bhutto-Zardari has already signaled his displeasure publicly. Meanwhile, the Muttahida Qaumi Movement-Pakistan has reportedly tied its budget support to the reappointment of Kamran Tessori as Sindh governor. These internal rifts could complicate or delay the budget&#8217;s passage, adding political drama to an already high-stakes fiscal exercise.<\/p>\n<p>Budget documents reveal a proposed development outlay exceeding Rs1.1 trillion, with Rs754.9 billion earmarked for federal ministries. Major allocations include Rs179 billion for water resources, Rs72 billion for parliamentary development schemes, and Rs264 billion for the National Highway Authority. Education, IT, railways, and power projects are also set to receive significant funding.<\/p>\n<p>But the real challenge lies in revenue collection. The International Monetary Fund has set Pakistan&#8217;s federal tax revenue target at Rs17.144 trillion for FY27, including Rs15.264 trillion from the Federal Board of Revenue\u2014a 13 percent jump from the current year. The IMF also demands a primary surplus of 2 percent of GDP, leaving the government with little fiscal breathing room.<\/p>\n<p>Analysts warn that meeting these targets will require aggressive taxation, higher petroleum levies, and a digital crackdown on non-filers. Amreen Soorani, Head of Research at Al Meezan Investment, described the revenue goal as colossal and cautioned that heavy-handed measures could hurt household purchasing power, especially through indirect taxes like the goods and services tax.<\/p>\n<p>Dr Ikramul Haq, a tax law specialist, was blunt in his assessment. He predicted the budget would rely on coercive collection rather than genuine reform, with the burden falling once again on salaried workers, compliant businesses, and formal-sector taxpayers. Meaningful reform, he argued, would require taxing untaxed wealth, speculative real estate, and non-productive assets\u2014steps the government has historically avoided.<\/p>\n<p>The government has proposed three options for salary and pension increases: 5, 7.5, or 10 percent, with the final decision hinging on inflation trends. The PPP has demanded a 20 percent hike. A new contributory pension system for armed forces personnel is also expected to be announced.<\/p>\n<p>Pakistan&#8217;s economy has shown some improvement, with real GDP growth reaching 3.8 percent in the first half of FY26, up from 1.9 percent the previous year. Inflation has eased, and the IMF&#8217;s third review under the Extended Fund Facility was completed in May.
